receive '503 valid RCPT command must precede DATA' error on all m

I receive the following error when sending mail to anywhere except my own
domain. '503 valid RCPT command must precede DATA'
Mcafee reports it as a protocol error, but the outlook error is the same
with Mcafee on or off.
I have Outlook 2003 on Windows XP SP2
I have disabled all AV products and firewalls, but the error is still the
same.
I have also reset the TCP/IP stack via 'netsh' command.
I have uninstalled and reinstalled Outlook, older versions and newest version.
Any help, or even a glimmer of hope would be appreciated.

Are you properly authenticating to the outgoing server?

This pretty clearly indicates that the outgoing server did NOT get the
authentication.

but obviously this is untrue. Have you started with a freah mail profile?
