On the Tools menu of a new mail window.

Requesting a read receipt from your correspondent does not guarantee that
you will get one, they are given the option to refuse it.

To the OP (shelyer): Like many users, I have the feature that returns a 'read'
receipt permanently disabled, since I consider it an invasion of my privacy.
