Recall Msg from Yahoo Account

I had a general question about recalling messages, does it only work when the
email recepient is using outlook or can a message be recalled from any email
server, such as Yahoo or Hotmail?

This only works between Outlook clients and not very well.

It only works with Exchange server accounts, and only under very limited
circumstances
