Reboot of Outlook 2003 Required To Send Messages

All of a suddend, send/receive is not always sending my messages. I have
options set not to send until I hit send/receive.... that is an FYI as is
using WinXP/Outlook 2003.

Go into Outlook ... create message ... send it ... it goes. However, if
leave Outlook open after that, whether it be ten minutes or an hour later if
I try to send/receive ... doesn't go.

I have to close Outlook and restart it ** OR ** sometimes I have to totally
log off before being able to send/receive ... AND THEN ... issue returns.

Ideas?

When you send/receive and email is not send out, if you view the send/receive
progress bar are there any error messages and/or numbers?

No. That is actually part of the issue I realize now I should have added.
The detailed progress window does not appear when this issue arises.

I have spoken with ISP but all is set correctly and there are no related
issues with connectivity elsewhere.

Other ideas?
