Reappearance of 'Track Changes' Toolbar in Normal.dot

Word XP under WIndows 2000.

The track changes toolbar continually reintroduces itself into my normal.dot
after I work with any document that has had the toolbar active. I have now
three times re-edited normal.dot, carefully following the procedures posted
on the newsgroups and the mvp site, to close that toolbar. On first bringing
up normal.dot after doing so, it's fine. But whenever I use the toolbar, or
get a document that has had it open, my version of normal.dot adds it.

This is a solo computer, not networked. I'm the only one that uses Word.

It's only a minor annoyance, but one that reinforces my secret belief that I
never quite have Word under control. Is there a solution, or is this a bug?

The reviewing toolbar, like the web toolbar, tends to be persistent and show
up when you don't want or need it. Follow the procedure outlined at
http://addbalance.com/word/webtoolbar.htm. There is a macro there.
