Reading Layout\Design Toolbar

Having an issue with the new feature of reading layout. When I exiut this
mode the document appears to switch into Design Mode and the toolbars
display. However, only happens when I open the doc from an email.

Anyone run into this issue and have suggetion how to avoid the toolbars?

Security setting is high, looks like that is the issue in combination with
the reading layout. Can't seem to find any info on the reading layout. Do
you know, is it only envoked when opening a doc from Outlook?
