Read receipts sent, even when turned off

I have multiple accounts on my Outlook 2007.

One pop account, multiple IMAP accounts.

When I turn read receipts off, outlook still sends them.
When I want to be asked for it, even when I click NO, he still sends them.

Twice! and in an "my e-mail on behalf of one of my other accounts".
He does it as:

"my POP E-mail on behalve of one of my IMAPS"
"my Pop E-mail on behalve of another IMAP"

both at once. While I have about 6 Imaps.

How do I turn this off?
