Read Receipts not working when sent to distribution list

We just migrated to Exchange 2003 and Outlook 2003. Since this migration, when a user selects read receipts when sending an email to a distribution list, it does not work. It works if they send to individual recipients. It does not work with one email or if set to receipt ALL messages. Has anyone else seen this problem. There is nothing on Microsoft site about this. Thanks!
