Read Receipt not working on any versons we run

Our office runs two different versons(currently) for Outlook. Versons 2000 &
2003. In either verson, when Read Receipt is chosen as an option, it does
not work.

Perhaps the recipient has read receipts blocked? I do, and so do most people
I know.
