If it is a MDB file, the solution may be as simple as
right-clicking on the file from Windows Explorer, click on
Properties, and unchecking the Read Only box. Or if the
MDB file is on a network server, you need to have
additional rights to modify the file.
If it is a MDE file, you will need to locate the original
source MDB file that created the "locked" read-only MDE
file.
