read only for a local cd-writer for users

Is there a possibility, that a user (not the
administrator)has not the right to write data to the
local cd-writer?
 
This is very common. You may try to use different software or go to software
publishers website to see if their is an update, configuration option, or workaround
that may involve changing ntfs and/or registry permissions. --- Steve
