I am plagued with saving files to a CD-RW disk and when
retrieving a file and try to update it I get the
following message "Can't change file & re-save under same
name to CD since they are "Read Only". How do I create a
file that is not Read Only?

Also sometimes I get the following message when saving a
file "You do not have permission to save in this
directory. See Administrator to obtain permission". How
do I overcome this problem?

Any help with these issues will be greatly appreciated.

You can't - CD ROM= Read Only Memory.
Delete the file on the CD and then save the updated one.

You have just run into a limitation of recordable CD media. By
definition, a CD-R is Read Only. Your burning program doesn't care if
you have a rewriteable CD in the drive, it just knows that anything
written to a CD File System is Read Only. Sorry. Just accept that
fact.
