After reinstalling windows, I restored data from my
backup, but all the files restored as read only, and I
cannot change the attribute. Any suggestions?

You should be able to change the attribute by selecting one of the
files in Windows Explorer, right-clicking, selecting "Properties" and
removing the check from the "Read-Only" box.

If that doesn't work, maybe you need to be logged on as another user
or as admin?

If your backup was a CD, this is quite normal (that the files become
read only) but it's not normal that you can't then change it - what have
you tried, and what sort of file(s) are they?
