READ ONLY - can't remove this setting

I am running XP Pro on my notebook. It doesn't matter
what I do - everytime I remove the read only attribute
from a folder as soon as I click OK it reapplies itself.
this is extremely frustrating.
Can anyone tell me how to remove this before I go insane
totally.

My issue is that I need to transfer files via IR and the
read only attribute blocks the transmission.
I was temporarirly able to remove the RO and could
transfer one file. However I cannot transfer the rest
because of the RO resetting itself.
Is there anyway to remove this attribute?
