Read Network Groups Belonged To

Is there a way to issue an API call to get user groups belonged to in order
to determine whether or not specific users can do specific things. I am
developing a spreadsheet for others and won't be around when new users to
administrate the file are here so I can't do it by user. I need to do it by
user group.
