Read key registry

I've written some keys into the registry of my local machine windows
2000.

I can't read these keys with another account (if he isn't an
administrator). How can verify that the key has the appropriate
permissions? Or how is possible set for these key Everyone has 'read'?

Under Windows 2000 you have to run reged32.exe to see/
modify registry key permissions.
 
The file reged32.exe doesn't exist.
The file regedit exists but I can't set key permission.
How can I do?
