"Reactivate disk" from startup script?

Anyone know how to do this via startup script:

Administrative Tools -> Computer Management -> Disk management:
-Reactivate disk

I'm having an USB connected hard drive which needs to be "activated" each
time after restart to become visible as a E: drive in My Computer.

Would be handy to be able to do this from a script.

Unless your USB disk is much different that mine, it should connect like a
normal disk as soon as the USB drivers are loaded on reboot and show as "E".
I haved two disks on my system and they both behave this way. I'd look for
some other reason why you have to reactivate it.
