Just as a check:
Try disabling NAV email integration if you have it enabled and also try
running scanpst.exe on your PST file.
 
I disabled NAV email scanning -- PST files still locked.

I tried running scanpst.exe on the PST files -- got the same error message
(file is locked by another user/process). However, I was able to run
scanpst.exe on the exported copies of my PSTs (Personal Folders and
Archive). In both cases, one error was found which I repaired. Comparing
the two logs, they are identical (the two PSTs have the same folder
structure).

I suppose the next step might be to disconnect the current two (stuck) PSTs
from Outllok and connect in the repaired copies. Do you recommend this? Or
have another suggestion?
