See http://www.mvps.org/word/FAQs/Formatting/NonPrintChars.htm for an
explanation of the characters. From your description it sounds as if the
person who created the document pressed Enter twice to create a "blank line"
between paragraphs. In Word this creates an empty paragraph, which can cause
formatting problems and is just untidy, to say the least. Not to mention
that if what you want is, so to speak, half of a blank line, it doesn't
really work very well!

To remove the extra, empty paragraphs, use Find and Replace to search for
^p^p (two paragraph marks in a row) and replace with ^p. Then, to change the
paragraph spacing, go to Format | Paragraph and add 6 pts Space After.

Note: Since you don't seem to recognize the "enter symbol" as a paragraph
mark, it's very likely a line break instead. This is what you frequently get
when you copy text from the Web. There's a good chance you've got one at the
end of every line as well. If that's the case, see
http://www.mvps.org/word/FAQs/Formatting/CleanWebText.htm

Wow! It seems I'm wonderful twice in one day! If I'm not careful I'll get a
swelled head. <g>
