re-programming the keyboard

I have been given a PC, which seems to be standard WinXP, but when I hit the
F@ key, the words "Family" appears on the bottom left of the screen, and it
attempts to start a web browser.

There do not appear to be any keyboard programs in add/remove programs.

Is there a way to reset the key?

You might want to ask whoever gave it to you what was actually loaded on
the PC. That configuration is not "standard WinXP"
