re-installing windows XP

I need to re-install XP I have a reinstallation CD. I did this once before
and it seems like I had to uninstall the crashed system before I could
install the new one. I dont know what to do because the computer is frozen.

You don't uninstall an operating system; you just format the drive and

I'm assuming that you know to make sure that your current issues aren't
caused by faulty hardware before attempting to solve the problems with a
software solution (Windows).
