Re-installing Outlook 2003 and receiving "creating welcome message

Just re-installed Office and attempting to open Outlook from the program file
and and receive a window indicating "configuring Outlook accounts, Creating
welcome message" window that sits in the upper left hand corner of the
Outlook window blocking all access to the tool bar. Then a "Microsoft
Exchange Server" general tab window opens asking for my Microsoft Exchange
Server which I have typed in as both "MSN" and "MSN Hotmail" and the next box
asks for my mail address so I type in my Mister_freeze address and click
"Check Name" with a message posted below indicating that "once names have
been checked and are underlined, Click OK" , the names are never underlined.
Instead I receive a message "The name could not be resolved. The connection
to the MicrosoftServer is unavailable. Outlook must be on line or connected
to complete this action" leaving the only action, to click OK and close that
window leaving the previous "general tab" window open with my server
selection and e-mail account. So I have only two choices, click cancel which
closes that window and brings up the message of "unable to open your default
e-mail folders. This information store could not be opened" and when you
click OK Outlook closes never to be seen again. If I Click OK two steps prior
I receive the same message so there is no solution from the windows that
present themselves.
I went on line and read several articles that are not quite similar with one
suggesting that XPSP 2 must be installed for 2003 Outlook to work properly,
so I ran all of my updates adding any and all that were available however
this was not the solution. I have uninstalled and reinstalled the entire
Office program to no avail, still nothing. So without access to the tool bar
and the fact that MSN is absolutly useless for support (except if you want to
spend $49.95 for a service call, 1/2 that of a new 2007 outlook segment), I
am wondering is anyone has encountered this issue before and has a solution?

The problem is you have no Exchange Server; Hotmail and MSN do not use
Exchange Servers. You, therefore, have no need for the Exchange Server
service. Create a new Outlook profile and do NOT add the Exchange Server
service to it.
