re-install WinXP - comment bubbles

After a re-install of Windows XP on my Dell laptop I find comment
bubbles when I mouse over everything before clicking. They are really
annoying and I can't find where to turn them off.

All suggestions would be appreciated.

Hi Diane,

Go to Folder Options, select the "View" tab, and scroll down until you see
"Show pop-up description for folder and desktop items. UN-check the box.

Thanks so much. I did the change below and it works great!. I also
got TweakUI which I used to have but had forgotten about too.
