Is there a way I can have Outlook 2007 maintain a local copy of IMAP
folders on my hard drive

Outlook always does.
If I lose network connectivity I can't see my IMAP folders, when I am on a
satellite, sunspots, severe electrical storms, gamma ray bursters etc
often take the bird down. Like most people I have info in my mail folders
to which I need to refer for "local purposes". Also the satellite is slow
due to signal propogation delay, having a local copy means no waits.

Are you subscribed to all of the folders you wish to see? Do you include
them in the send/receive group?

OK, I unplug from the 'net and this is what happens

I only seem to have the headers, not the bodies - message is at top of
message reading pane is

"This item cannot be displayed in the Reading Pane. Open the item to read
its contents"

I double click the message and I get this dialogue message box

"This message has not been fully downloaded from the server. Would you
like to mark it for download" Yes / No

Open your Send/Receive group (Alt-Ctrl-S, select the group, click Change),
select your IMAP account and make sure the option to download the entire
body of the message is checked and not just "Download headers".
I would have thought that the default for IMAP accounts is that ,messages
are NOT held locally. Is not that the main difference between IMAP & POP,
the former stores your mail until you delete it, whilst the latter holds
your mail for you pick it up, after which its gone - just like a Post
Office Mail Box, which I guess is why they called it POP.

Outlook uses a local PST folder cache to hold IMAP messages that get
downloaded, somewhat like it keeps a local cache for an Exchange account.
If you have Outlook download the messages in the folders then they should be
available offline.

After editing the Send/Recieve Group (of which I knew nothing) it's
working exactly as I want on each computer - fantastic
