re 'help and support center' AGAIN

Hi again; sorry to harp on this same problem but
I have in fact got the 'help' files in the HELP folder in the Windows
Folder in my computer.
And each of the .chm and .hlp file extensions opens independently with all
the information accessible that I need so they are all accounted for,
BUT I do not have the 'Help and Support ' at the START of the Program Files
on my Desk top and it is nowhere to be found.
When I attempt to open the article.chm which is 2,636 KB file in the Help
Folder, which is the one that contains all the files that are listed, it
opens with a title bar of 'Windows' and a Heading of 'About this Help
file' and it tells me the following:
"The topics in this Help file are integrated into Help and Support Center.
To view these topics, click Start, and then click Help and Support."
<sigh>
Any ideas would be great on how to 'create' a new 'center' so I can open
them up as one support service?

Right click on the start button and select Properties. The Start Menu page
of Taskbar/Start Menu settings should already be on top. Click the
Customize button. On the next screen that appears, there is a list of items
that can be added/removed from the start menu. Click to place a check next
to Help and Support.

If a check is already present, remove it. Click OK to close out the
screens. Then repeat the steps to replace the check.
