re-activation problem after repair-reinstall

Hi every one.
I was having problems with my OS and i decided to do the repair-reinstall, everything was perfect but, when it was done and i tried to log on in to my acount i have a windows which says that i have to activate windows, trying to do this, i click yes, but the window-activation screen never apears and insted it logs me off. ( i know i forgot to back up the wpa.dbl file ).
Reading some groups I read that you can activate by phone using safe-mode, but the message i have says that i'm in safe mode and i have to log normally in order to do this.
Does any one knows a work around ? Or any suggestions ?

In my experience, if you reinstall the program on the same computer and try
and activate it with the same license number, it works. I have never backed
up any files pertaining to activation.

Log in to Safe mode, if necessary using the Administrator log on. If
you do not find
Start - All Programs - Accessories - System Tools - Activate Windows, or
it fails to run (where you then take the 'Activate over the phone'
option), go to Start - Run and run the two lines
regsvr32 licdll.dll
regsvr32 regwizc.dll
(though they *ought* to have been restored correctly by the repair
re-install.

Remember to enable the Internet Firewall for your internet connection
*before* you go on line at all, or you will get hit by the blast worm in
a minute or so

Thanks for taking the time to read this;

I tried what you told me ( run: regsvr32 licdll.dll and regsvr32 regwizc.dll ) and i have the pop up windows which said
" DllRegisterServer in "file" succeeded" for both lines, and still was unable to have the activation window.

I also read that because i used my windows xp on an emachine it cause changes to the default security provider and i was told to delet this two lines on the registry
HKU\.Default\software\microsoft\cryptography\providers
HKU\S-1-5-20\software\microsoft\cryptography\provider
But, i did not find them under "reged32.exe"
