RDC via VPN

I have a user that for some strange reason can no longer connect to his
desktop via RDC from his laptop. I have checked to see if his connections,
ports and rights were correct and all look fine. I can connect to the users
desktop with vpn and rdc just fine but he gets the computer busy or not avail
message. I installed the IIS package for RDC web access but can't get that to
work either. What am I overlooking??
Thanks!!

You should telnet port 3389 instead of 23.
