RAS - Disable

On our windows 2000 server, RAS appears to be leasing IP
addresses from DHCP. How do I keep this from happening?
 
These are leases for VPN ports (L2TP and/or PPTP). You can use the RRAS
console to reduce the number of remote access ports; or configure RRAS to
provide its own pool of IP addresses instead of using the DHCP server; or
disable remote access altogether.
