DHCP and RAS

Does anyone know why a multiple RAS dhcp addresses show up
in the DHCP server's list of active leases even though we
are not explicitly running RAS?

I noticed that there are several RAS DHCP leases being
handed out by both our W2k terminal server and various
desktop workstations (that don't seem to have RAS
installed/configured)

I ask because every day, about 4-6 computers (both 98,
2000 and XP clients) get an "IP Conflict" error and I am
at the end of my rope trying to solve this issue. Another
reason I tie this to RAS is each machine that gets the IP
conflict has an incorrect subnet mask, often the
255.255.255.255 mask.

Any help would be greatly appreciated!

Someone is.

If the RRAS server is activated with X lines then it will request
those addresses (or at least some portion of X)
