In this case, Gus asked for a freeware application that will both compress
and decompress RAR formats. Most freeware applications *cannot* do both.
Most can decompress - but I think due to licensing - most cannot COMPRESS
into said format.
I don't know what the OPs intentions truly are for the RAR compression
utility. I find that 7-Zip (using the native 7z format) gives better
compression results and is freeware and the utility decompresses just about
every other format as well.
