how can get 095 to fit in a cell? not .095 nor 0.95

If you want the cell to show 095 and not to be used in formulas,
Format / Cell / Number / Text and then enter 095.

If you want to format a number to show 3 digits AND be usable in
formulas then Format / Cell / Number / Custom / 000
