random internal meeting replies come back "on behalf of"

My network is a 2003 SBS netowork.
My users are all on Outlook 2007 SP2.

internal meeting requests to multiple users have many replies come back to
the sender "on behalf of xxx"

x= some other internal user.

There are NO delegates setup on this domain, certianly not for the users
that have had the issues.

I have hit a wall and need some help with this one!!!

What troubleshooting have you already done? Is it always the same users?
From the same users to the same users? What do the responses have in
common? Are they from internal senders only? Are the recipients who reply
members of a particular distribution group? What permissions do the senders
have on their accounts? What are their AD attributes? Anything in common?

Having "hit a wall" does not tell us the road to took to get to that wall.
