Ram not recognized w/ XP Pro

Toshiba Satellite 2615DVD with 64 and 128MB memory
installed only recognizes 64mg in the System Information
Total Physical Memory area. Select Control Panel and
System and the full 192MB of memory is recognized. How can
this be fixed? The memory manufacturer states that this is
a Windows XP Pro bug. The memory works fine under Windows
98SE.
 
If you see 192 MB in Control Panel->System, it's being
recognized.
