I have 1G RAM and the Windows-manged PF is 1.3.
What happened to 1.5-3x?

Vista is memory hungry. On my system it takes about double of the ram of a
similar XP install.
My suggestion would be to upgrade the system ram to 2 GB and to assign a
fixed 2gb pagefile too (on a separate partition of course
).
