For hardware raid the buffer/cache on the disk is typically disabled.
I don't think matching the disks, except for size, has any significant
beneficial effects. If they are not matched, you get a mixed performance,
sometimes the worse of both disks. But if you already have one or
several disks and need to get an additional one, there is no reason not
to get a faster one, if it costs the same or little more.
