Radeon 9800XT and bios flash

Running a Radeon 9800XT on an athlon64 3400+ setup. (Asus K8V mobo)

When I boot up, the video goes into hibernation or sleep or something
part way thru bootup and then comes back on in awhile as bootup nears
completion.

I found an update for the card that is supposed to cure that. However
the instructions about how to install it are a little thin.

Description

1. Fix monitor goes to standby mode for a few seconds when system is booting to Windows.
2.
3. 1. Under Windows XP or 2K, extract all the files in the zip file into a folder.
4. 2. Run Winflash and system will reboot to Windows again.
5. 3. System starts to flash VGA BIOS.

What does `Run Winflash' mean exactly .. just:
cd C:\path\unzipped_files
winflash <ENTER>

And what should I expect at 3) System starts to flash VGA BIOS?

Description
THERE IS NOTHING WRONG. It is the ATI detect running. Get Windows
Startup Inspector and disable ATIPTA.

You're more likely to **** up the card misflashing the BIOS looking at
your newbie questions below.
