Radeon 9600 Pro screen saver woes

I have a new Radeon 9600 Pro in my WinXP Pro SP2 box. The monitor is
a ViewSonic PF790 CRT, an oldie but a goodie. :) I have my Display
Settings configured to turn off the monitor after 15 minutes of
inactivity. I don't actually use a screen saver as such - no flying
flower boxes or toasters. What I do want is the power saving
feature, but for some reason the Radeon card won't turn off the
monitor on a consistent basis. I would say that it works maybe once
out of 5 times. This was not a problem with my previous video card,
an entry-level nVidia.

Has anyone else seen this problem? Is there some other magic setting
I'm missing? I'm using the latest drivers, 8.18.

I would suspect a backround startup program causing this. Start>Run>msconfig
and try disabling one by one until fixed.

I was afraid that would be what it comes down to. :-( I have a lot of
"stuff" loaded at startup, and it may take some time to narrow it
down. However, I have not added anything significant since the
changeover to the ATI card from nVidia.
