Radeon 9100 + Cat 3.6 - Vice City Don't work

The game simply doesn't start.
Somebody experiencing that problem?

I have exactly that combination and the game works fine ... but I'm running
it in XP SP1 if that helps, Athlon, Gigabyte m/b ...regards Tom
