Quote key always takes two presses to appear

When I press the quote key - using any of the three keyboard keys, it
doesn't appear on the screen until he second time I press it.

This happens always. The keyboard is in perfect condition and has no
problems. It situation relates specificalyy to trying to use quotes.

Something seems to block them.

I recently re-installed Windows and before that this was never a problem

Does anyone know what might be the cause and how to fix it?

It might be a language variation.

Go to Control Panels -> Regional and Language Options ->
Languages tab -> Details ->
and verify that your default Input Language is
"English (United States) - US"
and the Keyboard is "US"

(try this even if you are not in the US and see if it helps).
