QuickLaunch Toolbar

We are perplexed. Where could someone have turned off the
ability to turn on the Quick Launch bar using a policy.
The QuickLaunch bar is on by default but if the user turns
it off they cannot turn it back on.
 
Look under start menu. right click on start then
properties then task menu. See if show quick launch is
checked.
