Try right clicking the EXE and choosing Run as Administrator.

You did check the system requirements for Quickbooks to see if Vista was
listed - right?

Regarding "... then say it can not open and said there is no answer to the
problem right now..." - this came from Quicken? If so - no help is
available.

Have you tried to run compatability mode?

Right click on the Quickbooks and select properties, under there you should
have compatability. Try setting that to Windows XP.

Versions of Quickbooks prior to 2007 are not compatible with Vista, but
Quickbooks 2007 is supposed to install and run properly on Vista.
We installed a multi-user version of Quickbooks 2007 on Windows Server
2008 without any problems and it does run properly. Usually, if software
runs on Server 2008 it should also run on Vista.
We did the installation as the real Administrator - not a user with
administrative privileges. We also have DEP and UAC disabled. You might
try these steps to see if it solves your problems.
