hi can anyone tell me if norton 2008 loads in safemode to the extent it can
interfere with my internet connection i.e slow it down or disconnect

My personal opinion is that Norton products interfere with the smooth
operation of your system at any time. Just an opinion. If you want to test
this hypothesis, uninstall Norton and see if things improve.

Any antivirus product can interfere with your internet connection.
Norton/Symantec just happens to do that better than any other.

Norton is the best and most reliable to do that exactly
