Quick Launch toolbar

It closed and when I try to reopen it gives me a "Cannot
Create Toolbar"

Click Start, Run and type the following to see if the folder exists.

%Appdata%\Microsoft\Internet Explorer\Quick Launch

If the above folder is missing, re-creating the folder helps you turn the Quick Launch bar ON.

For other possibility, caused by malware as of recent:

Click Start/Run and type the following commands:

REGSVR32 /i SHELL32.DLL
REGSVR32 /i BROWSEUI.DLL
