Adding Quick Launch Toolbar

When I follow the usual procedure to add the Quick Launch toolbar by
right-clicking the task bar and then clicking on toolbars, the list of
available toolbars that can be added is greyed out, i.e. none of them
(including Quick Launch) are available.

Does anyone have any idea why this might be?
