Quick Launch Toolbar

Whenever we try to activate the quick launch toolbar, an
error message appears that reads, "cannot create toolbar".
The quick launch folder is still in the application data
file with the quick launch prgrams still in it. Spyware
may have been involved in this problem. Any other
solutions?
