How do I remove a program that I no longer use frequntly
from loading at startup to the quick launch toolbar

Drag'n'drop - or right-click the icon and Delete it.

But are you sure you mean Quick Launch? Those programs don't necessarily
load at startup; their icons just let you start them without being able to
see your Desktop icons. Maybe you mean either the Startup folder (click
Start | All Programs | Startup - and drag'n'drop or Delete from here) or the
Notification Area (which most of us still call the SysTray or System Tray)
usually in the lower right corner near the clock.
