Quick Launch Toolbar Missing

I have tired Microsoft instruction to restore my quick
launch toolbar, but unsucessful. I still get the error
message unable to create toolbar.

Please help I love using this feature.

Create a new user account and see if this works here. If so, copy the
old account to the new one and then delete the old user account.
