How do you add a program to XP's quick launch tool bar? I tried dragging it
from desktop to launch bar but it didn't stay there. That's how you do it
with Vista.

The stuff is probably just hiding. If you see >> in your Quick Launch
area, click the >> to see the hiding stuff.
Righ click your Taskbar, make sure the Lock the Taskbar option is not
checked, grab the now visible Quick Launch right hand slider with your
moose and slide it to the right so you can see, maneuver, delete the
icons in the Quick Launch area. You can also rearrange the icons in
the Quick Launch area by dragging and dropping. I like to put most
used ones on the left. When you're done, move the slider back to the
left just enough so nothing is hiding and the >> is not showing
(unless that is they way you like it) and then you may choose to lock
it down.
Be careful about dragging and dropping things from some Windows menus
(like Control Panel) to the Quick Launch area - you may drag them
right off the menu! Dragging and dropping shortcuts from folders and
the desktop works great. You can also copy and paste shortcuts in the
folder where Quick Launch stores things:
C:\Documents and Settings\<Your User Name>\Application Data\Microsoft
\Internet Explorer\Quick Launch
All your Quick Launch shortcuts are in there for your manipulation.
