Quick launch - default: on?

I need a way to turn the quick launch toolbar on by default.

I am deploying Windows XP SP2 to more than 1000 users, and I want the
default look of Windows XP to include the Quick Launch. I can't seem to find
a registry key or GPO which can do this.

Pls Help

copy the quick launch folder from your
C:\Documents and Settings\Your user ID\Application Data\Microsoft\Internet
Explorer

to
C:\Documents and Settings\All Users\Application Data\Microsoft\Internet
Explorer

Yeap! That'll copy the shortcuts alright, just what the OP was looking
for ---- NOT!

The OP wants the Quick Launch Toolbar to be present by default within a
deployment image of some type, most likely RIS, but none the less, this has
to be set in the "Default" users profile prior to making the image or with
some type of scripting after image installation - so copying the your Quick
Launch shortcuts to the "All Users" folder just gives everyone your
shortcuts, it doesn't turn it on.
