Quick Launch damaged

My quick lauch bar has lost the capablity to be rearranged.
I used to be able to move the icons around.
The task bar is not locked.
The only sort that is present is by name.
Was my registry damaged? Is there a fix i can enter?

Thanks I was on top on that right after I posted. No luck.

Now that I have noticed the problem, ALL of my favorites drop down in
internet explorer have lost their rearrangablity. Also, the start menu/all
programs menu.
No drag and drop at all in those places.

Click Start, select Run and type (pressing enter after each one and wait for the success message):
regsvr32 ole32.dll
regsvr32 /i shell32.dll
